• Constituting policy, regulation and method of Beijing government procurement;
• Checking the plan of government procurement;
• Checking the method of government procurement;
• Supervising bidding documents;
• Selecting bidding-evaluation experts;
• Examining and approving the bidding result;
• Monitoring the implementation of the contract on government procurement and the payment of appropriate funds for government procurement;
• Providing Finance Bureau of Beijing documented evidence of the selltement upon appropriate funds in accordance with the bidding result related to the project implemented centralized procurement;
• Managing and supervising the whole procedure of government procurement;
• Establishing and adminstratering the website of government procurement of Beijing;
• Training the administrative and technical personnel of government procurement;
• Accepting and dealing the complaints about government procurement;
• Guiding the government procurement of districts and counties.

Government Procurement Center of Beijing is the executive organization responsible for the government procurement of Beijing with the following duties and responsibilities:

• Managing the issues related to the bidding of government procurement (that are drawing up bidding documents; issuing Notification Of Bidding; organizing the opening of bids, inquiring of bids and evaluating of bids; reporting the bidding result to Government Procurement Office of Beijing and issuing Notification of Award to the successful bidder and Notification of Refusal to the failed bidder in accordance with the approval of Government Procurement Office of Beijing;
• organizing contract signing ceremony and getting through the procedure of allotting material objects);
• Examining and approving supplier’s price;
• Establishing data base about information related to government procurement, supplier and expert;
• Regularly releasing procurement information on the website of procurement of Beijing.
