“Golden Finance Project” is Government Finance Management Information System (GFMIS for short) supporting the core applications of making budget plan, centralized payment by treasury and analysis of macro-economy forecasting with the advanced information technology, which is the general designation of construction project and programming about the informationlization of financial system. It’s an advanced information management system complying with the aim of establishing system frame about public finance in China on the basis of summing-up the practice of Chinese financial informationlization and using other countries’ advanced idea and successful experience upon financial information management for reference, which is an important part of the ongoing construction of the project about electronic government affair strategy.

“Golden Finance Project” is supported by large-scale information network, based on the detailed department budget. With the characters of highly centralized money receiving and paying as well as the realization of the effective attemperment of the cash in treasury, the project can record the effects and causes of every financial income and expenses of every enterprise or organization in details by following the basic mode of all financial income and expenses collected to the exclusive account in treasury, applying budget index, fund plan and procurement order as the main control system.  “Golden Finance Project” covers the whole process of the management of financial income and expenses, accounting for GDP 20％ of capital flowing, which can monitor the financial income and expenses anytime and reduce the randomness during the budget implementation so that the off-system operation and deposit of financial capital can be radically prevented.

The system established by “Golden Finance Project” is not the ordinary financial system that can keep accounts after the event. It’s a “resource type ” management system of government finance with the “beforehand” controlling mechanism. In addition, it’s a highly automatizational system keeping accounts following relevant regulation.

Implementing “Golden Finance Project” and speeding up the informationlization construction of financial management are the important parts of the financial management reform in the new era, which means that the capital will flow, the accounts will become transparent, the management will be in detailed and the economy will become stronger and stronger so that the financial reform will go deeper and more standard, then the revolutionary changes will take place on financial management.

“Golden Finance Project” is composed of two parts, one is financial application system including 11 software systems related to the core management systems about budget management, treasury centralized collection and payment, treasury bond management and macro-economy forecasting and analysis system. The other is the information network system covering the financial management departments at all levels and departments using financial fund. The information network consists of the third level lengthwise computer network system connecting Ministry ofFinance, provincial finance office and regional finance bureau and the third level transverse computer network system connecting the departments using financial fund, which guarantees the normal operation of the application system. Besides the computer system, the information network system includes computer system hardware, software platform for operation system and database platform, which meets the security standard of bank.
