Department 2 of Economic Planning and Development

Participating in studying and making policy on financial investment and funds raising; drawing out financial investment management regulations; supervising the utilization of funds (including the capital obtained from issuance of government bonds) for financial investment project; organizing the assessment and verification of budgetary estimate, budget and final accounts for key infrastructure projects; in charge of the policy corresponding in investment field with the other bureaus such as Beijing Municipal Commission of Development and Planning; managing municipal government housing fund; participating in making policy on housing regulation reform; managing state-owned land income; in charge of the delineation of property right, check, registration, transfer and assignment of designated state-owned assets.

Agricultural Department

Studying and making financial management regulations on financial support to agriculture; drawing out financial management regulations and measures for agricultural institutions; making, examining and verifying relevant departments' budget and final accounts; managing the operating expenses for local agriculture, forestry and water conservancy departments; handling special fund operation for financial support to agriculture; supervising the utilization of funds; monitoring and guiding agricultural enterprise finance; in charge of the delineation of property right, check, registration, transfer and assignment of designated state-owned assets.

Social Security Department

Participating in studying the reform and policy on social security; making, examining and verifying budget and final accounts for social security; managing local financial budgetary fund including social relief, employment and medical insurance (including public health service) etc.; drawing out financial management measures about social security fund including unemployment insurance and endowment insurance etc.; organizing the supervision for the utilization of social security fund; in charge of the delineation of property right, check, registration, transfer and assignment of designated state-owned assets.
