Appropriating and procuring fiscal funds; managing the index of departments who provide the budget; dealing with the settlement of financial revenue and expenditure; collecting the final accounts of city-level departments that have got replies; making city-level total final accounts; providing uniform management for opening bank account; drawing out exchequer management regulation.

Department of Administrative Politics and Law

Leading to make and implement financial management regulation such as “Financial Regulations for Administrative Organizations” etc.; managing outlays and operating expenses for the departments related to administration, industry, commerce, procuratorate, court, prison and labor education etc. as well as managing relevant special funds; making, examining and verifying annual budget and final accounts of relevant departments; supervising the implementation of budget; dealing with proceeding related to uniform neatening; drawing out and supervising the implementation of regulations on government common property management; in charge of the delineation of property right, check, registration, transfer and assignment of designated state-owned assets.

Educational, Scientific and Cultural Department

Leading to making measures to carry out financial management regulation; managing expenses for departments such as cultural, educational and scientific departments; making, examining and verifying annual budget and final accounts of relevant departments; supervising the implementation of budget; in charge of the property right delineation, check, registration, transfer and assignment of designated state-owned assets; organizing and implementing the delineation of ownership right, registration, transfer and assignment of state-owned capital base.

Department 1 of Economic Planning and Development

Managing the operating expenses of grain reservation departments and special reservation expenses of municipal grain and non-staple food; managing government special funds and allowance such as venture fund for grain and non-staple food as well as public operating expenses; drawing out financial management regulations on the utilization of revenue and expenditure; in charge of the delineation of property right, check, registration, transfer and assignment of designated state-owned assets.
