Tariff Department

Making proposals on policies related to tariff and import duties in accordance with the local practice, examining, verifying, coordinating the proposals on adjusting policies on tariff and import duties made by relevant local departments, industry associations, manufacturing enterprises and trade enterprises, as well as collecting the proposals and reporting them to the higher level department; in charge of the promotion and consulting about policies on tariff and import duties; participating in doing research about tariff policy in order to provide basis and proposals when making tariff negotiation plan.

Budget Department

Making municipal annual fiscal budget plan and organizing the implementation of the plan; collecting municipal annual budget and final accounts; balancing municipal financial revenue and expenditure; in charge of the contact with Finance and Economy Committee of Beijing Municipal People's Congress; drawing out finance management system and regulation; collecting, examining and verifying expenditure standard and ration of different departments in Beijing; establishing special depository for the projects that special funds will be invested; making revenue and expenditure plan for extra-budgetary funds.

Performance appraisal Department

Development of performance evaluation of city expenditures related policies, systems, methods and indicators system and evaluation criteria, organizational performance evaluation of the financial expenditure, based on evaluation of the results and adjust departmental budgets approved by the views; supervision and management of the city administrative units of state-owned assets, organizations to develop administrative institutions of state-owned assets supervision and administration policies, systems and methods, administration and institutions define property rights, inventory registration, transfer, transfer work, study and propose the reform program and measures.
