Administrative Office

In charge of the general affairs in Finance Bureau of Beijing; dealing with documents, information, proposals, suggestion, complaints, appeals and archives; keeping the above-mentioned items confidential; organizing important conferences; drafting relevant important documents; supervising, checking important documents and decisions made during conferences.

General Office

Making mid-term and long-term financial plans; making policy-related proposals on economic system reform; drafting policies and regulations on extra-budgetary fund management; examining and v erifying administrative charge items; participating in setting standard as well as managing the process and standard by which the charge items are verified and filed as an item for processing; making management regulation, issuance plan for lottery and supervising the issuance of lottery; studying financial policies, leading to organize research; supervising relevant bills.

Legal Affairs Department

Organizing to draft local rules and regulations related to finance and taxation; examining and v erifying the legality of regulations made by Legal Affairs Office; supervising the enforcement of administrative law; surveying, studying the implementation of relevant laws, rules regulations and policies; handling administrative reconsideration and administrative compensation cases as well as acting prosecution of administrative litigation occurred in Finance Bureau of Beijing; organizing the hearing of administrative punishment.

Tax Policy Department

In accordance with the laws, rules, regulations and policies of the state on taxation, making local regulations and measures; participating in studying policies related to taxation; supervising the implementation of local taxation policy; making universal survey on taxation information, analyzing the change of tax base and making policy-related proposals by applying the lever of taxation to adjust the economic operation and national income allocation; handling disputed cases on taxation.
